Job Summary
Provides direction and leadership toward the achievement of Children's Wisconsin's mission, strategy, and annual goals and objectives, with specific focus on the work of Children's Service Society of Wisconsin and Child Well-Being programs and services. Recommends strategic plans and opportunities to broaden and develop additional services to children and families. Ensures services are carried out in accordance with quality, accreditation and financial standards. Provides team management, organization and program advocacy and community relations.
Essential Functions
- Develops plans and goals to achieve the Children’s Wisconsin (CW) vision and Child Well-Being mission, and articulates the vision and mission to staff, funders, governance authorities and the community.
- Plans, directs, conducts and evaluates operational activities in order to meet program goals and budgets and ensure quality services are provided to the community. Advises and makes recommendations to the SVP concerning present and contemplated activities.
- .Develops short and long-range plans for future growth and development and keeps abreast of goals and objectives
- Participates actively in shaping Child Well-Being strategy in coordination with system Strategy team, Community Health department and other system leaders. Emphasizes excellence in program and service delivery and seeks to expand CW/CSSW engagement in prevention and early intervention.
- Guides and assures the accreditation process with the National Council on Accreditation and other accreditation bodies. Ensures that program operations are in accordance with the appropriate professional standards, accrediting bodies and rules and regulations of the State of Wisconsin.
- Evaluates and expands current programs and develops new services through identifying opportunities, responding to R.F.P.’s and planning, designing, and engaging in new potential ventures.
- Oversees the development of operating and capital expenditure budgets and manages against established financial goals.
- Reviews and approves contractual relationships and negotiates sensitive contracts in partnership with the Legal and Finance departments.
- Works closely with the SVP, CSSW leaders, CW leaders, and community partners (including but not limited to: state and local government agencies, community-based child and youth-serving organizations, foundations and external funders) to determine the health needs of the community and the role of CSSW to fulfill those needs most applicable to the goals and objectives of the organization.
- In collaboration with the SVP, works with local and state government agencies on program, funding and legislative issues to influence policy through the policymaking process. Networks actively with colleagues in related agencies and professional organizations to address child welfare and child well-being issues.

Education
- Master's Degree in Business Management, Health Care Administration, Social Work or related graduate degree required
Experience
- 10+ years leadership experience in a child welfare setting required
- Demonstrated experience in the development and implementation of policies and procedures related to staff and facilities required
- Proven experience in management of multiple locations and/or facilities required
- Experience with organizational redesign preferred

- Broad knowledge of child well-being and the factors that influence and enhance.
- Effective talent management and team building skills.
- Proven record of quality improvement.
- Strong data and evaluation skillset.
- Strong oral and written communication skills. Ability to present and speak publicly.
- Demonstrates strong and diplomatic interpersonal skills necessary to work collaboratively with CHHS leaders and staff, community partners and government leaders.
- Demonstrated skill and experience in the development and implementation of organizational strategic plans for marketing, program development, quality improvement, productivity standards, human resource development and financial performance.
- Strong computer skills.
